Robert B . Elliott was a Free – born Boston – bred African American / Black man . His parents were of West Indian extraction . History records that he obtained his education at private schools in Boston and in the British West Indies , at Highbon Academy in London , and Eton where he graduated with high rank in 1853 . History notes that in 1868 after the adoption of South Carolina’s new constitution , Robert B . Elliott was elected to the lower house of the South Carolina State legislature and served from 1868 to 1870 .
After becoming a congressman research records indicate and note that Congressman Elliott spent most of his time and effort trying to stem the flood of the then called anti – Negro legislation being pushed by Southern States . It is recorded that Elliott supported the bills which were designed to put teeth into the 14th Amendment . Many Southern Senators were opposed to his actions and tried many times to reject his efforts .
However in a speech giving by Elliott to a Southern Senator by the name of Alexander Stephens , Elliott had this to say ” Quote ” { ” I meet him only as an Adversary , nor shall age or any other consideration restrain me from saying that he now offers this government , which he has done his utmost to destroy , a very poor return for its magnanimous treatment , to come here to seek to continue , by the assertion of doctrines obnoxious to the true principles of our government , the burdens and oppressions which rest upon five million of his countrymen , who never fail to live their earnest prayers for the success of this government , when the gentleman was seeking to break up the Union of their states and to blot the American Republic from the galaxy of nations ” . }
Public records indicate that Elliott served in the House of Representatives until his resignation . In 1876 history notes that he made an unsuccessful bid for the position of Attorney General of South Carolina . History notes that Elliott then subsequently moved to New Orleans and resumed his law practice .
